Thursday of the marginalia – in Pazardjik (25 April) Discussion on theme “Prison and Society” was carried out yesterday in the Conference hall of the Regional agency for economic development and CEIBG. To participate in the event were invited representatives of all institution in District Pazardjik relevant to prisoners and ex-prisoners. In the discussion participated Angel Cholakov – District Governor of District Pazardjik, Commissioner Emil Ganchev – Director of District Directorate “Police”, Veselin Kotsev – Director of Pazardjik prison, Maria Taneva – Director of Directorate “Social assistance”, representatives of District probation service, District investigation service, the administration of the local mediator, Child protection office etc. At 6.00 PM in the City art gallery “Stanislav Dospevski” the photo exhibition “Thursday of the marginalia” was opened. Dimitar Rusinov – Program Director of Fund – IGA presented the project and the photographer Georgi Georgiev – the concept of the exhibition. It is organized together with Pazardjik Municipality and will be open until 7th of May and after that will be exhibit in City art gallery – Plovdiv.
The discussion and the photo exhibition are a part of the project of Crime Prevention Fund – IGA and ATERA Design LTD “Thursday of the marginalia” which is implemented with the financial support of MATRA KAP Programme of the Dutch Embassy in association with Sofia Central prison.

Informational meeting presents the capacity of financing organizations (31 March) Two-day informational meeting in the frames of project “Increasing EU funding absorption capacity in Pazardjik District” was carried out in the end of the week in hotel “Elbrus”, Velingrad. The project is implemented by Regional Agency for Economic Development and Business Incubator (RAEDBI) – Pazardjik in partnership with the Municipalities of Peshtera, Belovo, Batak and Septemvri. The main aim of the project is to raise the capacity of the civil society by enhancing its participation in the accession process and in partnerships with the public bodies.
The accent of the meeting was put on the improvement of the capacity and the capability of local organization to prepare and participate in projects within the Operation Programs and other financing schemes.
Lecturers were Dimitar Rusinov – Program Director of Fund IGA, Emil Zahariev – Executive Director of RAEDBI, Atanas Krastev – Chairman of CEIBG – Pazardjik, Petya Zabunian – Director of BGCPE – Pazardjik, Oleg Komsalov – coordinator of the Center for professional training and Angel Djalazov – expert in ecology. Mladen Mladenov – Director of the National Service for Agricultural Consulting also participated in the meeting. Participation in the meeting took representatives of 6 Municipalities from Pazardjik District.
The project is implemented with the financial support of Phare Civil Society Development Programme 2005 and the Ministry of Finance in Bulgaria.

IGA teaching students to write and manage projects Dimitar Rusinov - Program Director of Fund - IGA and Andrey Momchilov - Manager “International projects” and head of the Project Development Department of the organization are recently been invited to teach in the Pazardjik branch of the Plovdiv University “Paisii Hilendarski”. They teach to Social activities students skills for development and management of projects. Within 50 hours the students will be acquainted with the theoretical and practical aspects of project development and after that they will take an exam. Fund - IGA has more than 10 years experience in its work on more than 70 projects, and the moment this knowledge to be shared has apparently come.
The new topic provoked huge interest among the students who also welcomed the interactive methods for teaching directed towards forming mostly of practical skills.

First results from the application of SRAI announced  (20 March) Today,10.30 p.m., in the hall of the Regional Agency for Economical Development and Business Incubator and CEIBG - Pazardjik an Informational day within the project “Pilot model for alternative services in support of the restructuring and reforming of the institutions for children” was carried out. The project is implemented by Crime Prevention Fund - IGA with the financial support of the European Commission, Programme Deinstitutionalisation through provision of community based services for risk groups of the Ministry of Labor and Social Policy.
Valentina Gesheva - Head of the Center for social rehabilitation and integration at Fund – IGA presented the results from the implementation of the project, Andrey Momchilov - International Projects Manager from Fund - IGA and Stanimir Petrov from the Bulgarian Helsinki Committee gave an overview of the results from the inquiry made among children from CBS “Angel Uzunov” - Rakitovo, and Georgi Yanushev - Director of CBS “Angel Uzunov” commented the role of the project in regard to the institutions for children.
In the informational forum participated the Deputy-mayor of Pazardjik municipality Angel Velkov, representatives of “Social assistance” Directorate - Pazardjik, Child Protection Offices in Pazardjik and Belovo, “Labor bureau”, “Child protection” Department, District investigation office, Regional Health Center, Correctional Boarding School - Rakitovo and the secretaries of LCPJD of Pazardjik and Septemvri.

In Dupnitsa a public mediator will also be elected (29 February) The mayor of the Municipality Atanas Yanev, the Chairman of the Municipal Council Yavor Todorov, the Deputy Mayor Silvia Balinova, municipal councilors, representatives of the municipal administration and the NGO sector as well as a lot of media attended the Panorama hall of Dupnitsa Municipality during the Informational day aimed at presentation of the local public mediator institution.
Svetoslav Georgiev - Executive Director of the Institute for public environment development presented the legislative framework of the institution and explained in detail the functions and the role of the public mediator as well as the steps for establishing of the institution in the Municipality. The public mediator of Batak Municipality told a story about her 2 years practice and put an accent on the main problems which the citizens encounter and put in their complaints and signals. The results from the inquiry were presented too that have been made in Municipalities with actively working local public mediators and they showed a very high public rating of the institution. A big interest provoked the results from the research among the Dupnitsa citizens. 68% from the interviewed citizens said that they will support the initiative of the Municipality Council for institutionalization of a local public mediator. 15% are against the initiative, 8% expressed hesitations and other 8% showed no interest towards the subject. The interviewed citizens expressed complaints from the bureaucracy, the slow and impolite service in Municipality administration. The number of the people that find the officials not enough competent is not a small one too.
The Informational day has been implemented within the project “To serve and correct” executed by Fund - IGA and financed by the UN Democracy Fund. Partner of Fund - IGA in Dupnitsa is the “Partners” Association.

Fund - IGA openly presented Report and ProgramCrime Prevention Fund - IGA publicly presented Report’ 2007 and the Program for 2008 yesterday in the national press club of BTA in Pazardjik.
The activities of the organization within 12 current projects implemented during 2007 was presented to representatives of institutions from Pazardjik, Peshtera, Batak and Lesichovo and the media. IGA presented its activity in numbers reporting 75 events with about 2000 participants, social services delivered to 377 clients, 400 students passed specialized trainings, 22 computer courses with 150 participants, 74 people passed specialized trainings and qualification courses, 7 specialized publications and 50 projects prepared by the Project Development Department of the organization.
Marina Manolcheva - Chairwoman of the Management Board of Fund - IGA accented on several successful IGA’s models led to establishment of institutions - the introduction of probation in Bulgaria, the establishment of the institution of the local public mediator in Municipality of Pazardjik and PR of District court - Pazardjik.
Dimitar Rusinov - Program Director of the organization did a multimedia presentation on the Report and the Program of Fund - IGA and the members of the team of the organization accented on the different aspects from its activity - the aims and the activities of the Center for social rehabilitation and integration and the Training and services center, the international activity and projects of the organization, the publishing activity as well as their financing.
During 2008 Fund - IGA will work on at least 14 projects in several priority areas: crime prevention; prevention of HIV/AIDS and drug abuse; “Lifelong Learning” Program; democratization and transparency of the institutions in Bulgaria; and partner projects.
For the present year Crime Prevention Fund - IGA will implement activities in the community worth at least 1 million BGN.

Partnership meeting in Sofia Crime Prevention Fund - IGA carried out a Public discussion within the frames of project “Partnership network for crime prevention” on Sunday in the Municipal Council Hall of Sofia Municipality. Partner of IGA in the project is PSW - Labor consultancy - Netherlands.
From Netherlands Everhardt Lubbers - Deputy Director of Work-Wise arrived especially for the discussion and presented the model of the biggest partnership network in Netherlands. The project was presented by the Program Director of Fund - IGA Dimitar Rusinov. Participation in the discussion took representatives of nongovernmental organizations from the country, who participate in the network, representatives of institutions, experts and media.
Project “Partnership network for crime prevention” is funded by PHARE Programme - Civil Society Development 2004.

Informational day in Septemvri Municipality (13 February) The sixth Informational day in the frames of project “To serve and correct” aimed at popularizing the institution of the local public mediator was carried out yesterday in the Plenary hall of Septemvri Municipality. This is the third Municipality in the District of Pazardjik in which the informational forum was carried out. Such forums have already been carried out in Peshtera and Velingrad. As lecturers participated Antoaneta Tsoneva - Chairwoman of the Managing Board of the Institute for Public Environment Development (IPED) who is also the first public mediator of Sofia Municipality, Svetoslav Georgiev - Executive Director of IPED, team of IGA and the public mediator of Batak Municipality Malina Dimova.
Presented also were sociological researches on the theme including the results from analogical study in Municipality of Septemvri. The results from the carried out inquiry among 100 citizens of Septemvri shows that 56% of them will categorically support the initiative of Municipality Council - Septemvri for institutionalizing of public mediator. Other 18% will also support the idea but subject to some conditions - public discussion about the candidates, finding of a proper person, guarantees that the public mediator will not be just another official etc. The rest 26% are skeptical about the need of the institution.
The aim of the informational forum was to improve the public information about the institution as well as the public and media activity. Municipality of Septemvri was represented by the deputy Mayor Vasil Kadiiski. Present were Municipality advisors, representatives of the Municipality administration, representatives of the NGO sector and citizens.
Project “To serve and correct” is being implemented by Crime Prevention Fund - IGA with the financial support of the UN Democracy Fund.
By the end of the month Informational day will be also carried out in Dupnitsa. The rest of the Municipalities, which will be hosts of the info-event till the beginning of May are Belovo, Vratsa, Sandanski, Isperih and Vidin.

Municipality of Peshtera started a procedure for election of local public mediator  The election for local public mediator started in the last week in Peshtera Municipality. This is the first from the 12 Municipalities in the frames in the project “To serve and correct” which Municipality council started the procedure.
Two months ago in Plenary hall of Peshtera Municipality Fund – IGA carried out the first Informational day on the project. On the press-conference for presenting the project before the media the mayor of the Municipality Steliyan Varsanov declared his intention for local public mediator in a short time.
Except the beginning of the procedure Municipality Council - Peshtera voted also the members of the Temporary commission which is supposed to prepare the project for the Regulations of the local public mediator.
It will be discussed and adopted on the next session.

Informational day in Sliven (31 January) The fifth Informational day on project “To serve and correct” was carried out yesterday in Sliven. To participate in the forum in hall “May” (the Plenary hall of Sliven Municipality) came Municipal councilors, employees in the municipal administration and representatives of the nongovernmental sector. The local media for which a special conference was organized showed a big interest towards the informational forum.
The participants in the Informational day participated actively in the forum with questions, opinions and recommendations. It became clear, that the public attitude towards the institution “ombudsman” were positive. Expert telephone research targeting the public in Sliven was carried out and the results will be analyzed and send to the local media. Municipality of Sliven already made steps for election of public mediator and has adopted regulation.
Partner of Fund - IGA and coordinator of the project in Sliven is Association “Public barometer” with chairman Mr. Yurii Ivanov.

Informational day in Velingrad On 24th of January, in the Plenary hall of Municipality Council - Velingrad Municipality of Velingrad and Crime Prevention Fund - IGA carried out an Informational day for presenting of the institution local public mediator. The project was presented half an hour before the beginning of the forum especially for the media.
Antoaneta Tsoneva and Svetoslav Georgiev from the Institute for Public Environment Development presented the legal framework of the institutions Ombudsman and local public mediator, the functions and the role of the public mediator and shared some examples from the existing practice in Bulgaria. They made clear the procedure for election of local public mediator and answered of numerous questions asked from the people in the hall. A big interest provoked the research among the public opinion about the recognition of the institution and its acceptance from the citizens of Velingrad. 78% from the inquired persons said that they may support the initiative of the Municipality Council - Velingrad for the institutionalizing of local public mediator of Municipality of Velingrad.
The event is implemented in the frames of project “To serve and correct” which is implemented by Crime Prevention Fund - IGA with the financial support of Democracy Fund of UN. Partner of IGA in the implementation of the project in Velingrad is Association “Civil values”.
During this month an Informational forum will be carried out also in Sliven. To the end of the month such events will be organized also in the other selected for participation in the project Municipalities - Septemvri, Dupnitsa, Vratsa, Vidin, Sandanski, Isperih and Belovo.

Training for probation officers Training for probation officers was carried out in the end of the week in Velingrad resort. The training is on project “Improving equal treatment and human dignity of members of vulnerable groups sentenced for a penal offence” which is funded by PHARE Networking Programme at the European Commission. Project partners are Penal Reform International and Crime Prevention Fund - IGA. Participation in the forum took officers of Municipal Probation Service - Plovdiv. They were acquainted with the main aspects of the probation in Bulgaria, the foreign experience, the legislation, the personal specifications of the drug addicted offender etc. The work of Fund - IGA with persons sentenced on probation was also presented.

Students trained in business skills (16 January) Professional High school on nutrition technologies “Atanas Chengelev” - Peshtera and Professional high school on building, architecture and geodesy „Nikola Filchev” - Pleven jointly with Association “Training and Services Center” (TSC) - Pazardjik were funded and already working on projects, supported by the Ministry of education and science, national program “The school - territory of the students”, module “Development of the extracurricular activity”.
The projects “I’m introducing myself successfully – I will teach you too” (Peshtera) and Project “Innovative practices for social inclusion of the young people” (Pleven) are jointly developed by the schools management and the team of the Training and Services Center. The projects are covering total of 60 students from the high classes of them High schools. They will pass training on business skills on the system Xpert Personal Business Skills in the areas “Team work”, “Negotiating” and “Project management”. The aim of the training on personal business skills is to create new and to improve the already existing social competences in the above mentioned areas in the young people.

Publication of Fund - IGA - in support of the Local Commissions for prevention of juvenile delinquency in the whole country (14 January) In the end of the last week the newest publication of Fund - IGA - “Structural Risk Assessment Instrument (SRAI) in the Local Commissions for prevention of juvenile delinquency (LCPJD)” was published.
In the period 2005 - 2007 Crime Prevention Fund - IGA has implemented project „Improving inter-agency collaboration between government institutions, local government, judiciary system and civil society for introducing European standards for prevention of juvenile delinquency”with the financial support of the Global Opportunity Fund of the British Foreign Office and in closely cooperation with the Central Commission for prevention of juvenile delinquency (CCPJD) at the Council of Ministers and Sofia Municipality.
Abreast of the main activities directed towards elaboration the system for prevention of the juvenile delinquency in Bulgaria, an useful initiative was implemented - adaptation of the British instrument for risk assessment at the juveniles ASSET in accordance with the Bulgarian conditions. The Instrument is developed in the Oxford University for the needs of the local teams for prevention and counteraction of the juvenile delinquency in England and Wales (analog of our LCPJD at the Municipalities). It is forms with questions and guidance for their filling. ASSET is developed for underage people who are already made an offence. The aim of the instrument is to show the different factors which determinate the illegal behavior of the youngster if the accent is aimed at measuring of the degree in which certain factor can be a reason for second offence committed by the juvenile.
The preparation and the implementation of this edition became fact thanks to the support of Bob Ashford for the Youth Justice Board of England and Wales, Maggy Blight and Kerry Backer from the Oxford University as well as of Bulgarian expert team leaded from Associate Professor Vladimir Velinov and the secretary of CCPJD Konstantin Tomanov.
In the adaptation process a number of problems were overcome, they occurred mostly because of the differences between the Bulgarian and the British legislative system. In fact, this is a new instrument - (SRAI - LC (Structural Risk Assessment Instrument in the Local Commissions).
The instrument got vast popularization after its testing in several local Commissions. Fund - IGA has received series of questions and requests sent by some of the LCPJDs from all over the country and also from other organizations and specialists working in this area. The edition can respond on these needs. Using this edition will improve the reporting of all factors that determines the development of the juvenile delinquency, the antisocial behavior and also the development of a system for monitoring and assessment of the specialists work in this direction.
