European standards in probation training


“Crime Prevention Fund – IGA” Foundation was established in 1998 as an independent professional organization which initiates civil activity and works to reduce crime. For the achievement of its objectives the organization: develops and implements programs and experimental models, develop training, consultancy, information and educational activities, improves the dialogue and inter-institutional relations, performs monitoring of the institutions, conducts advocacy campaigns for the benefit of the target groups, provides social services, establishes national and international partnerships.

Since its inception in 1998 “Crime Prevention Fund – IGA” works purposefully to support the reform of the penitentiary system in Bulgaria and the introduction of the best European and international practices and models. For this period the organization has implemented more than 200 projects, most of which experimental, and aimed at areas such as creating models to work with ex-prisoners; introduction of probation in Bulgaria; strengthening the capacity of institutions involved in the problems of juvenile delinquency; piloting of European instruments and programs work with offenders; wide promotion of European standards in this field and improving inter-agency collaboration.

The processes in the development of the probation system in this country are closely connected with the activities of the NGOs. Fund - IGA was one of the first NGOs in the country to develop probation services for offenders. The organization participated in the creation of the legislation, the training of probation officers, and in 2004 at a ceremony in London received the International Community Justice Award, in the category "Pioneer Organization." In 2007 IGA in partnership with the BHC and "Access to Information Program" implemented the first and only independent monitoring of the implementation of probation in Bulgaria. Monitoring and evaluation of an inherently conservative system, such as that of the enforcement of sentences is an important aspect of the monitoring of policies in the justice and social sphere.

Fund IGA has good contacts with the European Organisation for Probation - CEP, in which Fund IGA is a member since 2005 and direct participation in the development of the traditional book "Probation and probation services. European perspective" edited by Prof. Anton van Kalmthout.
